Updates Regarding Export Controls and Sanctions Against the Russian Federation, etc.

To ensure domestic and international peace and security, amendments to Japan’s export controls were promulgated on 9 April 2025 in response to changes in the global security environment and based on the contents of the interim report issued on 24 April 2024. Most of the amendments will come into effect on 9 October 2025.

• Amendments to the Foreign Exchange Order, etc. (complementary export regulations, etc.)
• Addition, etc. of goods and technology subject to export controls
• Amendments to the End User List
